Data with individual device ID

Hi,
I was wondering if Safegraph provides data on individual devices? Suppose we wanted to track no. of meetings occur between two firms, by using the smartphone devices to anonymously identify workers. This paper seems to use Safgraph data to do the same:

Hey Daniel,

We do not provide any data on individual devices. All of our data is tied to a POI level.
